These documents govern how we interact as neighbors, much like city and county zoning. We as an association manage and enforce these through the management company we contract with.
1. Florida Statute 720
- Known as the “Florida Homeowner’s Association Act” This Senate link if 2023 includes the 2023 “Homeowners’ Association Bill of Rights” signed by the Governer in June 2023 and became effective October 1st 2023.
- As the first part states “(1)The purposes of this chapter are to give statutory recognition to corporations not for profit that operate residential communities in this state, to provide procedures for operating homeowners’ associations, and to protect the rights of association members without unduly impairing the ability of such associations to perform their functions.”

6. Roberts Rules of Order Newly Revised (RONR) 12th Edition
This full 12th edition has an “IN BRIEF” 3rd addition published by the same authors that is more suitable for VOV HOA to utilize till we cannot find the answers, then on to the full version of the Roberts Rules of Order 12th edition (RONR ). Also helpful is the is the “Robert’s Rules For Dummies” 4th edition by C. Alan Jennings and “notes & Comments on Robert’s Rules” by Jim Slaugher.

“What we will say is that any board action on anything that involved the Association has to be made at a properly noticed meeting of the Board of Directors. Absolutely no voting through email can occur or any unilateral board action.
